Wikimedia's development-window pilot: K = 16, and H1 inconclusive at +0.0009

Twenty-two partition_run jobs on corpus-v3/wikimedia, the first 22 admissible partitions at training seeds 1 to 22 and N = 1,850 (jobs 210577 to 210600, pinned at ec8cc05). Every outcome-neutral check passed and the apparatus held in all 22; the largest leakage rate, own or sibling, is 0.40% against the registered 2%. Every run scored the same 711 examples (429 changes); none was dropped.

K (partition-pilot-wikimedia.json, Ritzwoller and Romano's sizing on all 22 runs, as for OpenStack): per-run standard deviation 0.0112, 90% upper bound 0.0141, formula 15.27, K = 16. Per-run H1 estimates range from -0.0195 to +0.0188. Over all 22, H1 reads +0.0008 [-0.0126, +0.0153] at 97.5%.

The pilot at its K (partition-pilot-wikimedia-k16.json, the first 16 runs): H1 +0.0009 [-0.0137, +0.0171] at 97.5% and [-0.0120, +0.0148] at 95%, inconclusive. Wikimedia needs fewer runs than OpenStack's 24 because its runs agree more closely.

Planned before either runs: the inputs of Wikimedia's own simulation. Its bounds come from partition_sensitivity.py as OpenStack's do, which needs two artifacts Wikimedia lacks: the test-window projection (window_report.py then project_windows.py, on the v3 corpus) and a single-seed placebo run on its registered split (placebo_gate.sbatch, SEEDS=1, corpus v3), the counterpart of rq1-placebo-openstack-v3.json. The simulation then runs once, with the same arguments as OpenStack's rerun (job 210563).
