Candidate organizations beyond Qt and Chromium: Wikimedia, then LineageOS; the Linux Foundation hosts are too small

Qt and Chromium have not answered the requests for permission, and H2 runs only if both are admitted. Decided with AJ: the Stage 1 design names an ordered list of candidate organizations and the criteria that admit one (a host whose robots.txt and terms permit automated access, or written permission; the split criteria at the design's training size), so a host that never answers moves the study to the next candidate rather than stopping it. Registered-report guidance asks for inclusion criteria and the conditions under which units are replaced to be fixed in Stage 1.

Hosts checked on 2026-09-29, robots.txt read before any request to a change endpoint except where noted. Size is the number of changes merged in the training window, found by paging a status:merged query with n=1 (a binary search over the offset, about fifteen requests a host):

Host robots.txt for a generic client Merged, training window Outcome
review.opendev.org (OpenStack) nothing disallowed, Crawl-delay 2 about 19,800 admitted; yields 4,006 training examples
review.lineageos.org nothing disallowed (only four named crawlers are) about 29,800 candidate; legal page sets no terms on automated access
gerrit.onap.org none served about 2,200 too small
git.opendaylight.org none served about 2,900 too small
gerrit.fd.io none served about 1,200 too small
review.typo3.org /changes/ disallowed about 2,900 excluded
review.coreboot.org /changes/ disallowed not queried excluded
gerrit.libreoffice.org, review.gerrithub.io, review.spdk.io, review.whamcloud.com Disallow: / not queried excluded

At OpenStack's yield (about one training example per five merged changes) the Linux Foundation hosts give a few hundred examples, far short of two halves at the registered training size, N = 1,850 (the size floor of 2,004 when this was written). The Linux Foundation projects' terms of use (lfprojects.org) set no terms on automated access, so size alone excludes them.

Two slips in this check. TYPO3's robots.txt was fetched in the same command as its size query, so about fifteen n=1 requests reached /changes/, which it disallows, before the rule was read; nothing from them is kept. The size queries to review.opendev.org waited 1.5 s between requests against the 2 s it asks. The collector itself enforces each host's rules; these ad hoc queries bypassed it, and later host checks go through its transport.

Order. Wikimedia (collection under way), then LineageOS, then Qt and Chromium if permission arrives. LineageOS is Android platform code (Java, C, C++, device configuration), and whether it meets the split criteria is read on its training window before any run, as for every organization. It is a candidate, not admitted: decomposition.ORGANIZATIONS gains it, in this order, when it is, and design() refuses it until then. It could hold at most an exploratory H2 cell, since the confirmatory H2 pair stays Qt and Chromium.
